西藏婦女會訴求班禪喇嘛下落的證據


『國際西藏郵報2011年5月17日達蘭薩拉報導』今天傍晚6時30分在印度北部山城達蘭薩拉,將舉行一場燭光遊行活動,聲援失蹤的西藏班禪喇嘛.根頓確吉尼瑪。西藏婦女會在今晚將呼籲中共置提供十一世班禪喇嘛,許多人權組織公認為世上最年輕的政治犯下落的證據。

根頓確吉尼瑪,第十一世班禪喇嘛和他的家人,這16年來音訊全無。

今年4月25日,是班禪喇嘛22歲的生日。所有地區的西藏婦女會分會(RTWA)深切關注中共政府對於班禪喇嘛的存活與否,保密到家。西藏自治區主席白馬赤 林(Padma Choling)在2010年3月告訴記者說:「根頓.確吉尼瑪和他的家人現在在西藏過著美好的生活。」

回應白馬赤林的話,西藏婦女會強調:「沒有證據所有的一切仍是空泛的,我們要求白馬赤林提出證據證明他的話是真的。」

許 多人權機制,包括聯合國禁止酷刑委員會 (UN Committee Against Torture)、聯合國兒童權利委員會 (UN Committee on the Rights of the Child) 及聯合國宗教和信仰自由問題特派專員 (Special Rapporteur on Freedom of Religion or Belief)等,也呼籲解密班禪喇嘛的行踪疑慮。

「西 藏婦女會呼籲世界具有道德良知的國家、聯合國人權事務高級專員及遭中共這個綁架者施壓的國際政體,加入我們16年來,承受著苦痛、不斷真誠的呼籲迅速釋放 班禪喇嘛。我們懇請中共政府能夠理解,以敵對的姿態干預西藏人民所崇信的宗教,無非也是一種以侵略手法,詆毀人的基本權利。」

今晚,由西藏婦女會發起的全球燭光遊行活動,主要目的是要求中共統戰部副部長及中國西藏事務官方發言人朱維群,立即清楚交代班禪喇嘛的下落。

今晚的燭光遊行活動將有達蘭薩拉麥羅甘吉廣場展開,並在大乘經苑結束,以藏民典型的和平抗議方法,提高全球關注的意識。

「西藏婦女會堅定的承諾,努力實現我們的目標;確保班禪喇嘛安全返回他在札什倫布寺的法座上,並完整的恢復所有應賦予的政治和宗教權利。」

Tibetan Women's Association demand proof of the Panchen Lama's whereabouts on the 16th anniversary of his abduction

Dharamsala, May 17: Gedhun Choekyi Nyima was 6 years old in 1995 when he was recognized by His Holiness the Dalai Lama as the 11th reincarnation of the Panchen Lama, one of Tibet most important religious leaders.He was born on April 25, 1989 in central Tibet. As soon as he was recognized as the 11th Panchen Lama, Chinese authorities took him and his family into custody.

The Chinese government asserted its political motive into the reincarnation search by installing another young boy, Gyaltsen Norbu as the 11th Panchen Lama. The replacement was kept in Beijing and recently given a political title in the Chinese government, equivalent to that of a member of parliament or congressmen. He was routinely asked to make propaganda statement for the Chinese government.

Gedhun Choekyi Nyima, the 11th Panchen Lama, and his family have been missing for 16 years. This year on April 25, the Panchen Lama turned 22. For the last sixteen years, concerned people and human rights entities all over the world have urged the Chinese government to release the Panchen Lama to no avail. The whereabouts and wellbeing of the Panchen Lama, Gedhun Choekyi Nyima is a serious concern and the Chinese government should heed the call of devotees and supporters for his immediate release.

In March 2010, Tibet's Chinese-appointed Governor, Padma Choling, told reporters that "Gedhun Choekyi Nyima and his family are now living a good life as ordinary citizens in Tibet." Without evidence this statement remains empty and we demand Padma Choling to prove that it is true.

A number of human rights mechanisms including the UN Committee against Torture, the UN Committee on the Rights of the Child, as well as the Special Rapporteur on Freedom of Religion or Belief, have called for his whereabouts to be revealed.

The 56 regional chapters of Tibetan Women's Association (RTWA) spread across the globe deeply concerned about the Chinese government's unyielding secrecy about the Panchen Lama's wellbeing are organizing a global candle light vigil tonight demanding Zhu Weiqun, Vice Minister of the United Front Work Department and China's official spokesperson for Tibetan affairs, to give proof of his whereabouts immediately.

TWA call on the moral conscience of the world, the United Nations High Commissioner for Human Rights in particular and the International bodies whose pressure holds some sway with his captors, to join our 16 years of anguish and earnest appeal for the expeditious release of Panchen Lama. We beseech the Chinese government to come to the understanding that this hostile gesture of the Chinese Government intervenes in the religious reverence of the Tibetan people and it is an intrusive way of maligning basic human rights.

TWA is resolute and holds a steadfast commitment to work towards achieving our goal; to ensure the safe return of Panchen Lama to his rightful abode (Tashi Lhunpo monastery) and to see the complete restoration of his political and religious rights.

The Tibetan Women's Association (TWA) has 57 regional chapters and over 15, 000 members outside Tibet. Today, TWA is the second largest Tibetan NGO and the only women’s NGO in exile that advocates human rights for Tibetan women in Tibet and works to empower Tibetan women in exile, in particular new refugee women from Tibet.

April 25, 1989: Gedun Choekyi Nyima, son of Kunchok Phuntsok (father) and Dechen Choedon (mother), was born on (the nineteenth day of the third Tibetan month in the Tibetan Earth-Snake year) at Lhari, Nagchu District, in Tibet.

25th January, 1995: was identified by H.H the Dalai Lama to be the 11th Panchen Lama of Tibet.

May 14, 1995: was recognized and officially declared by H.H the Dalai Lama as the 11th Panchen Lama of Tibet.

May 17, 1995; along with His family was abducted by the Chinese government and till date remained missing.

May 24, 1995; the government of People's Republic of China issued a statement describing the Dalai Lama's proclamation as "illegal and invalid."

May 1996; suspicions that he had been kidnapped were confirmed in May 1996 when the Chinese leadership admitted to holding him and his family in "protective custody.

1996; the U.N. Committee on the Rights of the Child expressed concern at the disappearance of this child.

2005; U.N's Working Group on Enforced Disappearance regards Gedhun Choekyi Nyima as a Disappeared Person. Tashi Lhunpo monastery (the traditional seat of Panchen Lama) continues to offer a reward (currently US$33,290) for information leading to outside contact with Panchen Lama.

November, 1995;The Chinese government deemed the Dalai Lama's actions in selecting Gedun Choekyi Nyima as the reincarnated Panchen Lama to be "illegal and ineffective", particularly as the Central Government had not confirmed the so-called "reincarnated soul boy". In an attempt to undermine and control the Tibetan people, their religion, and their nation, the Chinese authorities nominated and selected a six-year-old boy named Gyaltsen Norbu. The majority of Tibetans does not recognize Gyaltsen Norbu as the true Panchen Lama but instead regard him as a puppet of the Chinese government. This is a malicious attempt to destroy the spiritual sanctity and religious tradition that Tibet embodies and it also sheds ample light on the current social, political and religious repression in Tibet today.

TWA's campaigns for Panchen Lama's release:

Since the abduction of the 11th Panchen Lama in 1995, TWA has kept a constant vigil and conducted continuous awareness campaigns demanding his release from the hands of the Chinese government. TWA regards his confinement as unacceptable and in breach of numerous ethical and legal codes. The association is concerned for the welfare of Gedhun Choekyi Nyima and his parents, Kunchok Phuntsok and Dechen Choedon, and is conscious that this has become a human rights issue requiring global attention and support. We have been and continue to demand quality monastic and spiritual education for Gedhun Choekyi Nyima and we fear that there is an intentional effort on the part of the Chinese authorities to mar His moral values and tarnish His spiritual essence

In an attempt to appeal to international organizations whose pressure may hold some sway with his captors, TWA frequently writes to the United Nations Commissioner on the Rights of the Child, the United Nations Commissioner on Human Rights and the President of China, Hu Jintao. The crux of the political activities were concentrated on the case of the Panchen Lama and a number of awareness campaigns were organized solely by TWA, including a Peace March, in March 2005 and a "Free the Panchen Lama Concert" organized on the occasions of the 16th and 18th birthdays of 11th Panchen Lama. The concerts were held as renewed calls for his immediate release, with artists and singers coming together to spread the message through music.

International Year of the Panchen Lama

The year 2005 was declared as the International Year of the Panchen Lama,marking a decade since the abduction of the 11th Panchen Lama of Tibet. TWA was particularly active in 2005, with a number of campaigns using printed material and most significantly by having a representative at the United Nations Commission for the Rights of the Child (CRC) meeting in Geneva in September 2005. TWA, in conjunction with International Tibet Support Group and International Campaign for Tibet, organized the Global Candle Vigil on 17th May 2005 and drafted a petition addressed to the UN Commissioner for Human Rights, demanding international pressure on China for the release of Gedhun Choekyi Nyima. TWA also organized a Poetry and Painting competition amongst the Tibetan schools in India and Nepal to highlight the creative compatibility among the school children and significantly to address and press the issue of the Panchen Lama.

Yellow Ribbon Campaign - 2005

In 2005, TWA launched a campaign to tie yellow ribbons on one of the trees in front of the Tsuglakhang (Main Temple) in Dharamsala every Friday, calling for the expeditious release of the Panchen Lama and for his long life. This campaign will continue until the Panchen Lama is released from incarceration. TWA also designed a yellow and green wrist band, signifying the colours of Panchen Lama and the Dalai Lama. The woven hand wear signifies the inseparable bond between the two most important religious figures in Tibetan Buddhism.

CRC meeting, Geneva - 2005

TWA's representation at the 36th session of the United Nations Commission for the Rights of the Child on 20th September, 2005 was an historic event and represented the last opportunity for Tibetan NGOs to raise the issue of the Panchen Lama as a child prisoner to an international audience. At that time, questions regarding the current health of Gedhun Choekyi Nyima solicited the usual response from the Chinese delegate - that he was just an ordinary boy who was attending secondary school and scoring good grades.

The Chinese delegate added that "Gedhun Choekyi Nyima is nothing but a normal child who is receiving a good education." When raising his questions on the Panchen Lama's fate, Prof. Doek, the Chairperson of the UN Committee on the Rights of the Child (CRC), opened his remarks by identifying Gedhun Choekyi Nyima as "what is usually known as the Panchen Lama". He described the case as a "thorny issue because that particular boy has been taken against his and his parent's will from Tibet to China." The delegate then repeated the normal stand of China that the boy and his parents did not wished to be disturbed due to security reasons. Prof. Jacob asked the Chinese authorities to receive an independent body to verify the current status of Gedhun Choekyi Nyima, the 11th Panchen Lama of Tibet. However, the head of the Chinese delegation to that session of the CRC responded only by stating that he would pass on the request to higher authorities in Beijing. This request has still not been met.

2008

TWA in association with The Central Association for H.H the Panchen Lama, organized a day-long campaign on 25th April to observe the 19th birthday of the 11th Panchen Lama's plight. A signature campaign in the morning saw the mass distribution of yellow headband carrying slogans such as: Missing for 13 Years, Tibet's Stolen Child, Talk about the Panchen Lama. The evening saw a formal function at Tsuglakhang which replicated the seat of the Panchen Lama (Tashi Lhunpo Monastery) with walls adorned with excerpts from the famous speeches of the 10th Panchen Lama. The prime-minister Samdhong Rinpoche and chairman of ADPT graced the occasion and called for the release of the Panchen Lama. TWA contributed a statement for the day which was read in public both in Tibetan and in English.

November 2008 ; during TWA's participation in the 41st session of the United Nations Convention against Torture, the CAT experts laid strong emphasis on the need to follow-up and essentially implement the recommendation of Committee on the Rights of the Child on Panchen Lama made in the year 2005.

2009:

TWA convened a Panel discussion on May 17, 2009, on the 14th anniversary of Panchen Lama's abduction intended to discuss as to how we can best can decide the future course of action and bring about an effective and a strategic means to secure the release of the imprisoned Panchen Lama. The speakers; Gyari Dolma, Deputy Speaker of the Tibetan Parliament in Exile, Urgyen Tenzin, Director, Tibetan Center for Human Rights and Democracy, Lobsang Tashi, Researcher, Central Association for His Holiness the Panchen Lama, Lungrik Gyal, Editor, Tibet Times and Gang Lhamo, Reporter, Tibet Express, focused on and expounded on the topic of discussion; 'Can we secure the Release of the 11th Panchen Lama after 14 years of His abduction?'

2010:

Tibetan Women's Association (TWA) initiated the 'Panchen Lama artwork Campaign' where in acclaimed, accomplished and talented Tibetan made a portrait of the imagined face of the 21 year old Panchen lama. The artwork was not only a creative process but the final result served to provide the world with the most updated image of Gedhun Choekyi Nyima. The artwork will be documented for posterity and the selected painted face will be used for campaign materials and will be distributed across the world for the people to make a visual identification with the 22 year old Panchen Lama of Tibet.

西藏婦女會(TWA)是採取積極與全面的行動,爭取外界的支持,解決西藏格德寺面臨的困境;西藏婦女會(TWA)強調立即及和平解決此事的重要性。

西藏婦女會(TWA)遍布全球四大洲11個國家,擁有超過15,000名會員,有利於迅速傳播此一緊急信息,並提高這個沈默的國際社會認知該地區不斷惡化的局勢。

西藏婦女會(TWA)採取行動,主要是因為上週二名年長的藏民,東科(Dongko、男60歲)和謝吉(Sherkyi、女65歲) 企圖阻止格德寺300多名僧人,被強行拖進要把他們帶到一個秘密地點的卡車,遭中共暴警活活打死。甚至目擊者指証歷歷,「有人被打斷胳膊和腿,一位老婦人甚至腿斷了3處,中共暴警以布條塞進他們的嘴裡,試圖扼殺他們的尖叫聲。」

據西藏婦女會(TWA)指稱,中共如洪水猛獸般的軍事武裝部隊在該地區造成嚴重迫害;「該地區充滿緊張氣息,嚴禁外國記者進入動盪地區,甚至與當地的通信管道完全中斷。國際缺乏干預的魄力,缺乏法律充分的保障,以及自由媒體的報導,只會讓局勢更為惡化。」

西藏婦女會(TWA)提醒所有會員,2008年北京奧運臨近之際所發生的事情,造成輿論嘩然;西藏婦女會(TWA)促必須在更大的慘劇發生前儘速解決。

週二西藏婦女會(TWA)會長和副會長在新德里拜會四川省省長(中共稱西藏中部地區為四川),並遞交一份「籲立即合法保障西藏境內面臨迫害的藏人」請願書。該請願書倡議是繼週一推出全球請願和遊說週運動後,旨在運用該組織57個國際分會籲請國際仲裁員介入干預。

該倡議的重點是懇請各國組織、政府和公眾積極參與支持;該行動計劃的核心:立即合法干預,防止中共殘酷對待阿壩藏人;施壓中共政府放寬西藏境內的新聞限制,並允許外國媒體進入該地區,允許宗教自由,停止壓迫,停止目前在西藏境內發生的扭曲藏人行為。

西藏婦女會代表與四川省長會面,並要求結束在四川阿壩的鎮壓

西藏婦女會主席卓卡拉姆(Dolkar Lhamo Kirti)及副會長珊騰Samten Choedon在新德里與四川省省長蔣巨峰於Maurya Sheriton飯店會面。4月26日星期四中午十二點,西藏婦女會兩位代表與省長會面並簡報在西藏境內受壓迫的西藏人民及安多阿壩境內格德寺(位西藏東北)鎮壓,以及隨後格德寺上百位僧侶被逮捕。根據Phayul網站報導,這可能是第一次中共領導人與在印度西藏流亡社區成員面對面會談,有別於過去中國領導人外訪時,忿怒抗議者及反中國標語的車隊如影隨形地跟隨著。

蔣巨峰自4月25開始展開3天的拜訪印度行程,他不僅接受了請願書,同時也向西藏婦女會的代表保證會調查此事。西藏婦女會贈送給蔣巨峰哈達及Jamyan Kyi的書「一連串的酷刑:偵訊的日記」。

隨著這次歷史性的會面,西藏婦女會確信,在人道的基礎上與中共對手接觸亦是一種有效行動的方式。卓卡拉姆說,「我們不能確定蔣巨峰是否會針對阿壩危機事件有否任何的作為,但是我們確信他對我們的經歷及溫和的方式有所感動。」Samten Choedon說,西藏婦女會確信這將可成為一個好的先例。

接下來的日子裡,西藏婦女會主席及副主席將會與印度國會議員會面,並拜訪在印度的125個國家的高階代表,遊說他們立即關切中國對安多阿壩的日益增劇的鎮壓。

在4月25日(星期一)西藏婦女會及其在全球各地57個分會,將展開「全球請願及遊說周」計劃,讓格德寺的鎮壓能有國際仲裁並且請求國會議員、政府代表及人權團體能:
1.採取法律徒徑要求中國立即停止對格德寺僧侶的鎮壓

2.要求貴國政府關切並停止中國對安多阿壩的西藏人民的血腥鎮壓。

3.對中國政府施壓開放西藏境內的新聞自由,並且讓外國媒體進入阿壩地區

4.尋求有效的法律徒徑賠償西藏人民生存權及宗教權的迫害。

5.強烈譴責中國獨裁政權對西藏的統治及禁止在西藏繼續此種鎮壓及對正義的嘲弄。

不同於最大的主張獨立的組織西藏青年會,西藏婦女會支持西藏流亡政府在中國統治的西藏境內尋求實質的自治。

西藏婦女會與蔣巨峰的會面以及他接受「請求對西藏境內受到迫害的西藏人立即的法律保護」的連署、哈達以及Jamyang Kyi 所寫的書「一連串的酷刑:偵訊的日記」讓我們感受到欣慰,並且受到大部分流亡藏人的正面的看待。非常感謝你們,我們也頗受鼓舞,並將繼續從事這種方式的接觸。

TWA delegation meets visiting Chinese Governor of Sichuan and appealed for an end to the crackdown in Amdo Ngaba

New Delhi,April 27, 2011: Tibetan Women's Association's president Dolkar Lhamo Kirti and Vice President Samten Choedon met with Jiang Jufeng, the Governor of Sichuan Province at the Maurya Sheriton Hotel in New Delhi. At around 12 noon on Tuesday, April 26, the two met the Governor and briefed him about the heightened repression on the Tibetans inside Tibet and the deepening crackdown in Kirti Monastery in Amdo Ngaba (Northeastern Tibet) and the ensuing arrests of hundreds of Kirti monks. Phayul.com reported that 'this is perhaps the first time that a visiting Chinese communist leader has ever come face to face with members of a Tibetan exile community on Indian soil, apart from the angry protests and anti China slogans faced by motorcade of Chinese leaders on visit.'

Jiang who was on a three day visit to India starting April 25 not only accepted the petition but also assured TWA's representative that he will look into the matter. Jiang also accepted the white scarf and a copy of Jamyan Kyi's book 'A Series of Tortures: A Diary of Interrogations'.

With this historic meeting TWA firmly belives that approaching the Chinese counterparts on a humanitarian ground is also a way to effective campaigning. "We dont know yet whether Jiang will actually do do something about the Ngaba crisis but we are confident that he was moved by the whole experience and by our gentle approach" said Dolkar Lhamo Kirti. Samten Choedon said "TWA is confident that it can set a good precedent in this regards."

In the coming days, TWA's president and vice president will meet with the members of the Indian Parliament and visit High Commissions of 125 countries in Delhi to lobby for immediate intervention over the intensified Chinese repression in Amdo Ngaba.

On Monday, April 25, TWA and its 57 regional chapters spread across the globe launched the 'Global Petitioning and Lobbying Week' to draw international arbitration into the crackdown in Kirti Monastery and to request the Parliamentarians, Government Representatives and Human Rights groups to;

1) Take legal measures to immediately stop the crackdown on monks of Krit Monastery.

2) Request your Government to intervene and stop the brutal clamdown on the Tibetan people in Amdo Ngaba.

3) Pressure the Chinese Governemnt to allow freedom of press inside Tibet and allow the presence of foreign media in the Ngaba region.

4) Seek effective reparation for denial of right to life, right to religious freedom of the Tibetan people.

5) Staunchly reproach the autocractic Chinese rule in Tibet and to disallow such oppression and travesty of justice to continue in Tibet.

The TWA, unlike the largest pro independence group the Tibetan Youth Congress, supports the position of the Tibetan government in exile to seek meaningful autonomy for Tibet within the People's Republic of China.

TWA's meeting with Jiang and his acceptance of the petition 'Appealing for Immediate Legal Protection for Tibetans inside Tibet facing Persecution', the white scarf and the book 'A Sequence of Tortures; A Diary of Interrogations' written by Jamyang Kyi has generated much excitement and was well received by the exile Tibetans. Thank you all very much and we are encouraged to engage in more of such meaningful approaches.

上週五(9月24日),西藏婦女會(TWA)在印度北部達蘭薩拉主辦一場主題為,「成功的封印:50年流亡民主的光輝」活動;流亡藏人、印度和西方的支持者皆出席這次活動。


西藏婦女會(TWA)發佈新聞稿,說明此活動是為了慶祝西藏民主的成功;西藏民主始自1960年,以獨特的方式蓬勃發展,不同於許多國家爭取民主的模式,西藏的民主既不必經由革命,更不要戰爭,或是殖民和宗教衝突的發生,西藏以獨特的方式轉型民主,而且蓬勃發展。


在活動上放映一部電影,並推出一本雙語書,電影和書的名稱是「流亡藏人的模擬選舉與結果」 - 西藏婦女會(TWA)在7月6日達賴喇嘛尊者75歲生日當天,創新的舉辦噶倫赤巴(西藏總理)選民模擬選舉。模擬選舉的目的,是為提高對於2011年噶倫赤巴大選的重要性,同時鼓勵散居各地的藏人行使他們的投票權。


出席的首席嘉賓,前印度選務專員克里希納穆提(TS Krishnamurthy)先生,告訴在場的與會者,西藏民主應當吸收印度民主好的一面,並補充說,「所有不斷發展的民主國家,政府往往需要很多時間,才能賦予婦女投票權,在西藏的民主中 看到西藏婦女在選舉過程中居於領導地位,這是非常令人印象深刻的事情。」


其他的特別貴賓,包括西藏流亡政府首席選務專員強巴曲桑(Jamphel Choesang)先生,總部位於華盛頓的美國民主基金會威爾遜.李先生。


今年十月,西藏婦女會(TWA)將針對印度、尼泊爾和不丹偏遠地區的藏民,推出長達一年的教育宣導活動。
